Economic Sanctions and the Law
On February 21, 2025, leading US and international scholars and practitioners gathered at Fordham Law School in New York City9 to share their expert opinions and to engage in spirited debate of the law of economic sanctions, challenging the conventional wisdom that law exercises little constraint on economic sanctions. The path-marking symposium occurred in the first month of President Donald Trump’s campaign to remake the international economic order through massive tariffs, promulgated under an economic-sanctions statute (among other authorities), on allies as well as adversaries. Practitioners, academics, and the general public will surely find the coverage of various aspects of the sanctions puzzle in these pages a great help as they seek to understand current events. Most importantly, as the scope and scale of international economic sanctions has increased dramatically in recent years, it becomes critical to understand when and how international law and domestic law constrain their imposition and enforcement.
